A complaint has been submitted in the procurement for the development and maintenance of a new app for the State Revenue Service (VID), according to information from the Procurement Monitoring Bureau.
The complaint was submitted by ZZ Dats LLC. The term for the review of the complaint is not yet set.
VID announced the procurement at the beginning of August with the initial offer submission deadline set for the 5th of September, which was later extended until the 17th of September.
In August 2024, VID Director General Baiba Šmite-Roķe told journalists the new VID mobile app could become available at the end of 2024 or start of 2025.
Initially the app will have two functions – submission of eligible expenditure documents and wage book, but new features will be added to the app over time.
Šmite-Roķe said the procurement concerns the development of the app. What happens next will depend on the developer.
At the beginning of the year, Šmite-Roķe told LETA that the existing VID mobile app is outdated. Updating the app to a modern level would cost approximately EUR 100 000. VID decided to spend money on the development of a completely new app instead.
Šmite-Roķe expressed doubts whether the app will be able to include all VID services and, in her opinion, it is hardly necessary, because all services are already available electronically in the VID Electronic Declaration System (EDS), but the beginning will be with the most common ones.
This February, the head of the VID explained that these are eligible expenditures, perhaps the submission of an annual income declaration, as most of the data required in it is automatically available. This could be a state of debt, so residents can easily find out if there is a tax debt or over-payment. One of the first services could also be the updating or submission of payroll data, as this is the most common services provided in person in the VID customer service centers.
When asked if services in the app are planned to be made available to businesses as well, Šmite-Roķe explained that the app will be developed with such a future goal in mind – to ensure it includes the most frequently used services provided by VID.
At the end of March and the beginning of April this year, the VID invited residents to participate in a survey on the upcoming VID mobile app. Residents could indicate in the survey the VID services they would like to use on their mobile phone.
